What does it look like when your system fails to boot? Is it just no output, or are you getting a stack trace printed to your screen, or something else?

If you're running systemd, you can look at the previous boot's log with sudo journalctl -b -1 -k, given it's not filesystem mounting bug.

Hmm, I'm really not seeing anything. The kernel logs look fine. Maybe it's the software that's buggy?

You'll have to read your full logs (just journalctl -b -1 after a failed boot), but that's going to probably be too much for this forum.

EDIT: Actually it looks like there is something:

:: Code ::
[ 1.358812] usb 2-8: new high-speed USB device number 3 using ehci-pci
[ 1.380817] tsc: Refined TSC clocksource calibration: 2799.965 MHz
[ 1.380827] clocksource: tsc: mask: 0xffffffffffffffff max_cycles: 0x285c1f7a373, max_idle_ns: 440795228934 ns
[ 1.380840] clocksource: Switched to clocksource tsc
[ 1.471620] ACPI Warning: SystemIO range 0x0000000000000428-0x000000000000042F conflicts with OpRegion 0x000000000000042C-0x000000000000042D (\GP2C) (20230331/utaddress-204)
[ 1.471628] ACPI: OSL: Resource conflict; ACPI support missing from driver?
[ 1.471663] lpc_ich: Resource conflict(s) found affecting gpio_ich

It seems that your system is complaining really loudly about some ACPI resources. In the new output it just dies entirely instead of complaining. Your options are to piece meal blacklist these modules or or try the opposite, booting with acpi_enforce_resources=lax and crossing your fingers that it actually improves the situation instead of making it worse.

How can I blacklist these modules?
And how can I boot with acpi_enforce_resources=lax?
So I can try it out ...

Note: if you boot and end up with the cursor blinking on the left, you have NOT failed to boot. This is a common misperception.

It just means xorg failed to start, my first guess was an nvidia driver issue, but then I checked the inxi it was amd, but of course if that driver was not present, X would fail to start.

I don't know what changes debian 12 introduced that could have done this, I didn't notice any with amd, but clearly something changed.

Generally the best strategy when you boot to that blinking cursor is to post the inxi, as you did, then post the output of:

:: Code ::
cat /var/log/X.org.0.log | tail -n 50

This will almost always show the xorg failed to start message due to driver issues.

That should be the first, not the last, step to take in this scenario, since otherwise you tend to get lost in the weeids and can follow false clues.

the issue lies in the terminology used by people to describe x failing to start as the system failing to boot, which invariably sends support people barking up a series of wrong trees.

If you can use ctrl+alt+ F3 to get into a login screen in a console, then that's always the problem, at least virtually always.
