I set the proxy up for apt, synaptic. and systemwide in linux mint mate 19.2. Only adding pas seem harder to manage, did use the deb files from the liquorix page, but won't allow me to update from the site

Isn't this is a problem with your proxy setup and totally non-related to liquorix?

Yup, this looks like something related to your network configuration. If I figured out how to use "add-apt-repository" for liquorix.net, you would run into the same error. You should probably figure out what you set that's causing that since it's going to cause you non stop headache down the road.
