I'm using the backported kernel for stretch by stevenpusser and I can't activate amdgpu by adding "radeon.si_support=0 radeon.cik_support=0 amdgpu.si_support=1 amdgpu.cik_support=1". Up until I think 4.12 it worked by blacklisting radeon but starting with 4.13 you have to use the switches instead of blacklisting.

Any idea why the kernel options don't work?

Both 4.12 and 4.13 are considered ancient and unsupported by kernel.org, have you tried anything more recent and stock? Remember, for amdgpu to work well, you can't use an old distribution, it must have new userspace software (mesa, libdrm, vulkan, Xorg), new kernel (4.17 / 4.18), and updated firmware from your distribution (or manually installed by you).
