how to start writing a forum script??

i am having a problem in producing a "forum",i am running out of time to submit my mini project and study all the books oledi.

firstly i plan to use the cookie and javascript to do it in notepad,but that code is just cant be done.i cant detect the error.

can anyone give a crue for it??how to start???is using readcookie and writecookie is appropiate?? thanks
