Windows XP :: disabling the file association Web service

Yet another Windows XP piece of pre determined garbage you have to turn off to make XP halfway useable.

The problem?:

When a file is an unknown file type and has no program association and you double click on it, a dialog pops up asking you if you want to use a web service to try to find out what program to use, or if you want to select which program to open it with yourself.

Microsoft has a solution here.

These kinds of extremely poorly made decisions are why I simply will not use Windows XP for anything other than testing purposes.
