Navigation question

I am a newbie who is trying to learn a little about creating websites. I have searched many websites and forums and am a little confused as to the best way to create rollover navigation bars and/or flyout menus. I have seen many sites that use javascript for the rollovers. Some say that CSS is the best way to create these. Others say Server-side includes are the way to go ( I think for the flyout menus). Which is the best way to create a simple site (mostly informational) that requires a simple navigations system (either a pure rollover bar or a simple flyout menu with only two tiers)? Any help you can offer is greatly appreciated. :)
