Looks like it was something that should be arbitrary that decided whether your system could boot. Here's the changelog:

:: Code ::

   * disable block io cgrouping and bfq hierarchical grouping
    - disable CONFIG_BLK_CGROUP
    - disable CONFIG_BFQ_GROUP_IOSCHED
   * disable NCQ system wide
   * restore dirty_ratio and dirty_background_ratio
    - vm.dirty_ratio = 50
    - vm.dirty_background_ratio = 20
   * set BLKDEV_MAX_RQ to 16 (from 128) to reduce system stalls during IO
   * update version to 4.dmz.3

I'm guessing that CONFIG_BFQ_GROUP_IOSCHED was preventing your system from booting. That enable hierarchical grouping with BFQ. However, the main issue was system stalling with large queues to the block layer and large queues do the storage device with ncq. So, I disabled everything that could possibly get in its way in order to reduce IO stall.

Strange that it fixed your system specifically and allowed it to boot.
