CPU fan won't function

I can't figure out what happen to my CPU fan, It won't move a single rotation. I already checked every power cords, cables, PSU and even my AVR in my computer and they are all fully functional. My computer has it's power but it won't start, no display, can't boot to windows, I can't even hear a single beep on it.

Helpful tips would be much appreciated

the fan is dead I would guess. motherboards are set to not start if the cpu fan doesn't rotate, so the motherboard is powering up then shutting down, exactly as it should.

Replace the cpu fan, make sure to get the right size, measure it. Standard sizes vary widely, so make sure to check.

They are usually screwed in with 4 screws that go into the heatsink blades, and unscrew fairly easily.

is my CPU fan the main problem? I guess I should send it back to the seller I still have my warranty.
